A community-organized discussion
Data Center Accountability for the Citizens of Dubuque County organized the forum. It was a community event with candidates, not an official county hearing or a vote on county policy. KCRG describes participants seeking answers about how candidates would approach local concerns.

The county’s Data Center Planning Process page separately collects meeting packets, the moratorium resolution and ordinance-development materials. Those records provide a way to follow formal county action.
The forum did not itself change county rules. Discussion of a possible development does not establish that a project has been filed or approved.
