Human review and safeguards for agency AI use

The state’s generative AI policy holds covered agencies and their workers accountable for AI-assisted work. It requires human review, follows state IT procurement rules, and requires written approval for freely available AI tools and the use of protected data.

Conversational AI: a law with a later applicability date

Senate File 2417 establishes requirements for conversational AI services and provides civil penalties. The Legislature records it as signed on May 2, 2026, with a July 1, 2026 effective date and a July 1, 2027 applicability date. The bill history links to the signed text and legislative actions.

AI rules for judges and adjudicative assistants

Adopted in July 2026, Chapter 27 governs AI tools used by judicial officers and adjudicative assistants in their adjudicative duties. It also establishes a committee to approve tools for that use. The rules take effect January 1, 2027.

Data-center rules are taking shape community by community

Woodbury County’s zoning commission is gathering input on potential data-center rules for unincorporated areas. Its July 31 notice lists a September 21 listening session in Moville and a November 9 session in Salix. The notice distinguishes county jurisdiction from incorporated cities, which regulate their own zoning. The notice and meeting records are useful starting points for following that process.

Dubuque County maintains a planning document library with meeting packets, a moratorium resolution and ordinance-development materials. The September 15 candidate forum was a separate community-organized event.

Follow utility decisions through the public record

The commission regulates the rates and services of certain utilities, along with specific pipeline and electric-transmission infrastructure. Its Electronic Filing System provides documents filed in proceedings and a way to comment in open dockets.

Regional grid planning is a separate process. MISO’s September 9 flexible-service proposals concern large electricity users; the consultation does not itself approve a local project or change Iowa retail rates.
