Proposed protection against cost shifting
MISO, the regional grid and market operator, presented a proposed cost-recovery agreement on October 8. Its presentation would require the transmission customer serving a large load to commit the higher of a minimum contribution or the incremental revenue requirement for network upgrades, backed by financial security.
Iowa customers’ objection
The Iowa Business Energy Coalition, representing large Alliant and MidAmerican customers, joined comments dated October 15 and posted October 16. The groups want payments tied to added network-upgrade costs, arguing that a separate minimum contribution could subsidize existing users.
The proposal concerns Iowa data-center connections through MISO. The October 15 feedback deadline has passed. No final agreement or Iowa household bill change was established in this review of materials related to FERC proceeding EL26-70.
