A dispute over when costs should be examined

Iowa Capital Dispatch reports that the Office of Consumer Advocate asked for more evidence and a hearing on Interstate Power and Light’s proposed 1,200-megawatt Riverhawk Energy Center in Cerro Gordo County. The advocate wants the Iowa Utilities Commission to examine need, cost-effectiveness and fuel-cost exposure before granting the requested certificate.

IPL, Alliant Energy’s Iowa utility, disputes that interpretation. Its response argues those questions belong in a rate proceeding and asks the commission to waive an evidentiary hearing.

Why it matters for data-center growth

The dispute follows concerns about new generation and data-center electricity demand. The report describes opposing filings, not a commission decision. A siting certificate would not automatically place construction costs in customers’ rates; recovery would require a separate regulatory review.
